The people were like a swarm of bees when they have lost their queen. Some wanted to have American government, some wanted to have Dr. McLoughlin for governor. Others wanted to let conditions stay as they were.

Dr. W.H. Gray was the one who seemed to be most anxious to have a government organized under the control of the United States. He not only made a talk about it, but he passed back and forth among the men who were there, urging them to vote for American government.

Joe Meek said, "Those who are in favor of organization come to the right." The group of men began separating and presently there were about 50 men where Meek stood.

The French-Canadians and the others were undecided.

I said to Etienne Lucier, with whom I had spent the winter, "You tell me that if we vote for the English government, we will get a section of land. Even if the English government promised me ten sections of land, I would rather have Oregon governed by the Americans, so I will vote for them."

Lucier said, "I will go with you", so we stepped over to where Joe Meek and the others were standing.

When they counted those who were for American government, there were 52 of us, while there were only 50 opposed to organization.

So we organized the provisional government and they appointed me justice of the peace for the Champoeg precinct.
